Routing Help with Local ISP & Hosting Provider
Hi,
One of our site is down and contaced our hosting provider and they said their server
is working fine. I have done trace route and it is timing out after 10 hops. How do we find out this IP belongs to Hosting Provider or Local ISP.
I have checked at dnsstuff.com and couln't find the answer.
1. Do IPs will be owned by local isp's or hosting provider?. Any third party own it?
Please help me.

Ther really is no way of telling without additional information on site/ip.
arin/ripe can tell you about the netblockowner. AS # can tell you about the routing party.

Also- can you tracert using an external source? such as dnsstuff.com
are you able to use
www.the-cloak.com to browse your site...?
My concern here is that your DC should be able to have more than 1 traffic source ---
