Hi, I think that first, you should make a project in order to make people with money interested about this idea. So, first a good research for this is needed. Then you should find a few clients and make some pre-agreements, so that it will be more easier for you to find interested investitors for your project.
I also have this idea, to build a Colocation Data Center in Romania, but I think that the interested clients and the money are the big problems here.
